L’heure est grave en psychiatrie : PMSI et confidentialité

Résumé

Le PMSI (Programme de Médicalisation des Systèmes d’Information) en psychiatrie est contraignant. Il doit répondre à des impératifs budgétaires. Curieusement cette contrainte masque une atteinte à ce qu’il y a de plus fondamental en psychiatrie : la confidentialité. Dès lors que l’on centralise des noms, hors impératif soignant, il n’y a plus de confidentialité. Nous savons qu’une anonymisation à la source, au sein de chaque unité fonctionnelle est possible, elle est actuellement refusée par le Ministère bien que le PMSI psychiatrie soit expérimental et bien qu’elle ait été d’abord annoncée (verbalement) comme acceptée en novembre 2002. Pourquoi ? Nous devons y réfléchir et ne pas baisser les bras.

Abstract

The programme of medicalisation of data systems (PMSI) in psychiatry is constrainting. There are tights budgets. Inquiringly this coercion masks an attack to an underlying basis in psychiatry : the confidentiallity. Since names are centralized, relieved of imperious booking after patients, there is no more confidentiallity. We know that at data source anonymisation is possible. Nowadays, the Ministry refuses it nevertheless psychiatric PMSI is still experimental, and nevertheless, at once, it has been given notice of agreement (verbally) in november 2002. Why ? We have to consider this problem and not be utterly discouraged.
